Texas Risk Insurance

My husband left corporate to set up his own consulting business. We found out that individual medical insurance is not under the HIPAA act and they can exclude pre-existing. It has been suggested that my 7 year old be put under the Texas Risk Inurance managed by Blue Cross. DOes anyone have any input on this. What I heard is that you are not guareenteed your cleft team doctors. Desprate for any input in Dallas area.
