who pays for dental work before bone graph??????

I am a little confused here regarding who pays for the dental bills before bone graph. My daughter just had her check up and ready to do the next phase which is the expansion appliance. I was told this is covered under dental and I dont understand why. In order to do the bone graph I would think this would be covered under medical since its a birth defect. Waiting to here from my medical insurance regarding this matter.
