Need alittle bit of help!

[The worried great aunt]

My neice had a beautiful baby girl 4 day's ago,The baby is
now back in the hospital because she can't eat,The doctor team's
there don't do surgey until the baby is over 10 pound's,she isn't
gaining weight she is losing, she has lost a pound in 2 day's. Is
it normal for the doctor's to wait to do the surgey for that
lenght of time? We don't understand why they are not fixing it if
it would help her to eat better. If anyone could help us
