infection of cleft operation

Hi,
I'm new to this board and would like some help with a ploublm. I got a jaw reconstrution done in 93-94 and the operation didn't go well. For the last 4 years I've had a infection on the right side of my face. I've been to the E.R. many times and have taken a lot of pain killers, but the hospital will not do any more work unless I get medical help. I have plates and screws in my upper jaw.
I'm 28 and live in WI and the state will not give me help. I've thought about filings for malpractice since the first operation fell apart. If anyone has any ideas Please e-mail me.
